Hi i got the error you see below trying to replace a list of 40 + employees in a pbi report (1st page only due to I believe licensing restrictions) subscription , with an outlook distrib group. So the error says premium would be required. Is tha a capacity on a workspace? That workspace has only 2 things happening every day, a refresh on a semantic model and distribution thru subscription of page 1. About how much would that cost us if premium was allowed on this ws? Would evveryone who either receives the subscription or goes into this ws for whatever reason also have to have a premium license? Pls dumb it down for me. Thx.

THe error is correct, for a free user to be able to view a report, the report needs to be on an F64 or higher capacity.
FOr only 40 users, it would be cheaper to just get all 40 users a pro license as long as you don't need any other premium features.

thx amy, every employee at our company already has pro. Those 40 already get the subscription daily.

Ensure the report is hosted in a workspace that is assigned to Premium Capacity (not just PPU or shared capacity). According to Microsoft:
When creating a subscription … If the report or dashboard is-hosted in a Premium capacity, you can subscribe group aliases … If the report or dashboard isn’t hosted in Premium capacity … you can subscribe other individuals, but they too must have Power BI Pro licenses.” Microsoft Learn+2Microsoft Fabric Community+2
If you do not use Premium Capacity, then you must send the subscription only to individual users and ensure each recipient has at least a Pro license (or PPU as required). Microsoft Fabric Community+1
Once you switch to Premium Capacity:
You can use a Distribution List or mail-enabled group as a recipient. Microsoft Learn+1
Recipients can include free license users (depending on your access setup) because the workspace is in Premium.
Verify that the creator of the subscription also has the correct license and permissions (e.g., Pro or PPU) and that tenant settings for “Email Subscriptions” are enabled in the Power BI Admin portal.
i found this...but still wonder how much it would cost...it may be more economical for us to keep maintaing the list of 40 + employees right in the service...gonna look up the cost of prem now on one ws...
