Is it possible to only send a subscribed email if there is data or if there is a change in data as opposed to sending out blank emails?

Instead of using the standard subscription you can use Power Automate to run DAX queries (to figure out if an email needs to be sent) and to format the email as you like.
NOTE: Power BI has no memory. It has no idea "if there is a change in data" - you need to handle that outside of Power BI.
