need a measure or column

a-1 finished and b-1 also has finished but still I can't follow my collegeue has opened c-1. therfore, need the current b-1 to be coloured with red colour for rfp # to give attention to the next phase to be opened and give maximum 5 days to open new phase or the measure will color rfp#. the same for c-2. However, 1613 still not completed yet, no need for any action to be taken, because there is another measure adjust this status.

Please show the expected outcome based on the sample data you provided. rfp# rfp name phase end date 1512 request badges a-1 24/05/2023 1512 request badges b-1 20/06/2023 1612 maintenance b-2 22/01/2023 1612 maintenance c-2 17/02/2023 1613 paper d-2 need rfp# or rfp name to be colored no matter which one, it depends on the checking first the end date then checking the phase no. is it the last phase such as a-1 done b-1 done no c-1, so, need b-1 to be colored.

I do not understand the logic behind your ask. Is your sample data missing a date column?
each rfp need to follow phases that shown (THE SECOND TABLE). So, when rfp stuck in a phase (as the example above) need to be known and colored. give 5 days after end day. Then, phase of rfp must be changed to next phase. If not, rfp# or rfp name must be colored with red either text or background.
The second table contains only the sequence of phases (no more data just only to follow the sequence of phases). However, the first data is going to be detected. The link between the two data is the phase (a-1 followed by b-1, c-1 , d-1,....etc) is the next phase is established (if not, from the end date of the current phase count 5 days then give the rfp name or but highlight either text, background or new column "delayed")but measure need to check first which last phase for this rfp#, this phase comes to end (end date), no next phase in the sequence then highlight it when 5 days has finished.
I think either no answer to this situation or, no one want to help me.
