We are trying to use PowerBI Pro on the web (app.powerbi.com), but it seems to not have the "measures" available with same functionality as in PowerBI Desktop version (when we click on the elipsis next to a data field).
Is this a functionality that needs to be configured somehow, or it is simply not available?

The product group recently launched a preview of datamart in Power BI service, which includes the ability to create Measure.

Creating a new measure from Power BI Services was not available before. The current datamart functionality provided as a preview feature would enable you to do so. Link is provided in the previous reply.
I'll still suggest you to create the complete dataset in Power BI Desktop and then publish it to services for usage. Creating datasets in services might be problematic in future since calculated measure is a preview feature.
