map visual inside the Power BI desktop but why when I published it to my workspace was disabled

Hello Everyone, I'm facing an issue in the MAP visual and wasn't able to find the tenant admin settings that the valuable community user already suggesting us in the earlier forum Messages, If anybody has an idea please suggest to me how to overcome this Annoying problem

Note:

My Mapp setting is enable at the Power BI desktop (PFA)

One of the settings Arcgis is also enable at powerbi Web (PFA)

Yes, you need at least a pro license.

The steps they suggest in the link are already followed by me and some of the options that I need to perform on the Power BI web side are not visible to me in the Admin (basically tenant module is not visible)

PFA above in the attachment of my query is already mentioned by me.

 

is it can be the case do I need to buy the PRO version to use this feature?
