Please allow me to confirm the following about the license structure
①Please let me confirm the difference between Power BI Premium Capacity Unit SKUs and Reserved SKUs in Microsoft Fabric.
②The prices on the price confirmation page for the minimum fee (Power BI Premium capacity unit SKUs and reserved SKUs for Fabric capacity) and the price for "reserved SKUs for Fabric capacity" are inconsistent.
③Please let us confirm the specific consumption criteria and logic of the capacity.
④If a Power BI Premium capacity license is acquired, will users not need any license at all? Is it necessary for users such as administrators?

① Power BI Premium Capacity Unit SKUs are used to measure the compute power available for each SKU. The table in document lists the Microsoft Fabric SKUs and their corresponding Capacity Units (CU). For the benefit of customers that are familiar with Power BI, the table also includes Power BI Premium per capacity P SKUs and v-cores. Power BI Premium P SKUs support Microsoft Fabric. Reserved SKUs, on the other hand, are used to reserve capacity for a specific workload. You can reserve capacity for a workload by purchasing a Reserved SKU for Fabric capacity. The difference between the two is that Capacity Unit SKUs are used to measure the compute power available for each SKU, while Reserved SKUs are used to reserve capacity for a specific workload.

④If a Power BI Premium capacity license is acquired, users will not need any additional license. However, it is necessary for users such as administrators to have a Power BI Pro or Power BI Premium per user (PPU) license to publish content to a Power BI app workspace. Only Power BI Premium P SKUs and Fabric SKUs larger than F32 allow free Power BI users to consume Power BI apps and shared content in Power BI service. Smaller Fabric SKUs require a Power BI Pro license to consume Power BI content.
