Hello Matt_1904, 

Yes, your 30+ report consumers need Power BI Pro licenses to access reports in an F4 Fabric workspace. You don’t need a PPU workspace unless you require PPU-only features. F4 capacity alone does not allow free users to view reports or paginated reports.

 

 Summary: F4 + Pro licenses is sufficient. Upgrading to F64+ or Premium P-SKUallows free users to consume reports.
