lakehouse SQL endpoint is inaccessible on Fabric capacity

Using SQL Server Management Studio, MS Excel and Power BI Desktop I can connect to a lakehouse on the workspace hosted on P2 capacity,  However, after transitioning the workspace to F128 capacity, the same SQL endpoint stops working, and I receive error below. When I revert the workspace back to P2 capacity, the connection is restored. i don't do any configuraiton or permission changes when switching from capacity to capacity so i would expect SQL endpoint to work but it doesn't

What could be the problem?
