issue in viewing the report

Hi,
i am power bi pro user, and have shared report with my colleagues within same organisation and same domain. some of them can view the report and some are getting error to upgrade to pro license.

i have created the report in group workspace and assign the view only access. still the same error. please suggest the right way to share with free users.
