Hello,
I'm working on some reports and the users would like to disable subscriptions for these reports on App/Workspace Level.
I was able to find the settings to disable subscriptions for whole tenant, but can't find the way to do it on App/Workspace Level.
is it possible?

I don't believe that you can find the specific subscription in the workspace or app itself. However, as an admin, you go to Notifications option and then select Power BI Subscriptions and you can see the "Location" and the Owner along with some other details. You can also select "Take Over" or "Edit" (or even "Delete") at that point.
