is Power BI Premium Gen 1 and Gen 2 Development downward compatible with PowerBI Pro

Regarding PowerBI development in PBI Premium Gen1 and Premium Gen2 environments.

If our development team creates PowerBI reports in the Premium Gen2 environment, are there any caveats or issues with deploying that Premium Gen 2 content to a PowerBI Pro (non Preimum Gen1/Gen2) Base of users? 

What considerations must be considered in developing and deploying in a mixed (Pro and Premium) environment?

As far as I understand, Gen 2 is mostly a change in how computational loads are balanced, so I don't expect there to be any compatibility issues for reports. I think everyone will eventually get migrated to Gen 2 automatically sometime in early 2022 if they don't choose to do so sooner.
