icon - hover over no text

did any of you have an issue with hover over text to appear on the icon, mine is with information icon.  Does anyone has got a solution to it?  I thought only about to add in Action a bookmark to t...

Turning on text and just complete on hover should work. I have recorded a gif. Is this what you need?

Exactly this is not working when I publish the report.  Even I make sure that icon is put forward.

    Make sure you are turning on the "Action" as weburl like I have said before. Otherwise it won't work.
