I want to display the percentage in the legend because when I have a lot of different values or when I have low percentages, for example 1%, it is not clear to know which percentage corresponds to which city
someone can help me ?

So far, to my knowledge, display the percent in the legend may not be achieveable.
But for your demands, you could configure the Label contents for the Donut Chart, please refer below screenshots:
