i am as power bi pro lisence, rather using power bi embedded 

is there any way i can turn off share from power bi service portal

When you publish the app you should absolutely uncheck the "allow app users to reshare content" box.  

Apart from that you need to use non-technical processes (like courses on ethics and Standard of Business Conduct) to educate your users about responsible sharing.
