grant permission to update data set

Hi Team,

Need help, I have requirement where i want users should be able to refresh on their own instead of scheduled refresh. I have 2 sources one is azure sql db and excel connection pointing to sharepoint site excel. I checked and this is not possible with default workspace, so created app workspace and added those users as admin, now when they are trying to refresh it's asking them to take over the dataset settings. He tried to take over but then again it's asking to edit credentials and those users do not have access to azure sql db? Do i have to give them access to azure sql db? Please tell me how end users can refresh the dataset without giving them access to underlying azure sql database?
