former email subscriptions now gets the error EmailSubscriptionExternalUsersNotAllowed
I have multiple email subscriptions to @myOrganization.net emails and Power Bi licensed user emails, and as start getting an email with the error:
There was an error with your subscription "here_is_the_subscription_name" and it could not be delivered
You are receiving this email because there was an error with a subscription to Power BI Dashboard "here_is_the_dashboard_name" created by you
EmailSubscriptionExternalUsersNotAllowed
This subscription will no longer be delivered to the following External users because the workspace requires a premium license: [email protected], [email protected]
Also, if I create a new subscription from a report or panel located in the same workspace that used to work, and also from a new one, I instantly get the error: Free users or groups can only subscribe to rdlreport backed by Premium capacity. and a link to this page: https://learn.microsoft.com/en-us/power-bi/collaborate-share/end-user-subscribe?tabs=creator#subscribe-others
Both old an new workspaces are premium capacity, they have the diamond icon with a person of Premium Per User License capacity mencioned here https://learn.microsoft.com/en-us/power-bi/consumer/end-user-license#find-out-if-you-have-access-to-premium-capacity
What happened these days is that the licenses expired, we continued with free licenses, and we already have the new licenses in use
So, users with licenses continue to receive subscription emails, but @myorganization.net no longer ¿any clue to solve this?

Hi,
Any news regarding this problem? I've just encountered it while trying to set up a new subscription to a dashboard. I have a few Guest Users in my organisation who receive subscriptions, even though they do not have a PowerBi License, they're only getting previews of the report, no acces, no nothing.
The old subscriptions still work, but it won't let me create a new one or modify the ones that work by adding a new (unlicensed) e-mail address. It used to work just fine, as I created a new subscription to non-organisational / non-licensed users just a week ago.

It seems that we have the same problem,
My users with unlicensed e-mail address too only gets previews of the report, no acces, no nothing.
but in my case they stopped receiving them

Regarding the issue you raised, my solution is as follows:
1.First, check for licensing issues: when the license expires and you continue to use the free license, it can cause the subscription to fail. Even if you now have a new license, your subscription may still be affected by the last misstep. Make sure that all users involved have the appropriate Power BI Pro or Premium Per User (PPU) licenses.

2.Second, based on your error, the subscription can't be delivered to external users because the workspace requires a premium license. Make sure that the external user has the necessary licenses, or consider giving the necessary licenses to the external user.

3.Then, check to see if you reach your subscription limit: there might be a limit to the number of subscriptions per report or dashboard. Check that you've reached the maximum limit and try to reduce the number of subscriptions

4.Finally, check that the subscription feature is disabled: Your organization may have disabled the subscription feature for external users.

I checked for licensing issues by remove and get back my own PPU licence, and also went whe workspace to PRO and back to License capacity:Premium Per User - ReservedI do not subscribe external users, no B2B user. I subscribed via email to licensed users and they always received their emails, but free members stopped receiving them.
those subscriptions are below the limit
To subscribe others I meet the 3 requirements: My PPU licence, the others are part of the organization, the workspace has premium capacity whit a diamond with a person icon, Here is a screenshot of the official documentation where I get this:
