email not showing up in power bi service

Hi, 

I am trying to add an external/guest email in RLS but the email does not show up, do I need to add the quest user in Azure Active Director or somewhere else?

Hi @Anonymous ,

If you had add external user as a guest user to Azure Directory, please confirm whether the setting named "Show Azure Active Directory guests in lists of suggested people" in Power BI  Admin Portal had been enabled.

If you had don't add the external user as a guest user in your organization, please add it a guest user firstly. You can add external user as guest user by Ad Hoc or Planning  Invitation.

Correct. External users have to be added as Guest into the Azure AD ( i.e invitation has to be sent to the external users, and they MUST accept it before they will be added to it)

Also you will need to check the Power BI admin settings if your admin allows external users to access Power BI.
