do we need powerbi embedded on DEV?

Hi, Im new in powerbi, i need a help our company is trying to use power Bi embedded, my question shoud i have powerbi embedded licence in azure dev also?   Thanks

    hi Anonymous 

     

    You will only need the single Power BI Pro license which covers everthing you do within your tenant.

    let me to clairfy my question ,

    i have pro and embedde licence on production,  now if company wants to make dev enviroment for developer, 

    should company buy another licence for dev?

    as sample sql has some pro licence and dev (dev is free licence)
