1. if i share report url with user without adding same user in workspace as viewer, would he or she be able to view report content?
2 if the answer of previous question is yes then would he or she would be able to see updated data in report after dataset updated with new data?
3. if my worskspace is hosted in premium capacity then do i still need to add user as viewer in workspace to view report content?
4. if my worskspace is hosted in premium capacity then do user need pro license to view report content?

No, the user will not be able to view the report if they are not added as a viewer in the workspace. Power BI requires users to have appropriate access permissions to view reports, regardless of having the report URL. Unless of course you publish the report to web and make it public. Then anyone with the link can access it.
Since the answer to the previous question is no, the user won't be able to see the report or any updates without access permissions. You must grant them the correct access to allow them to see both the report and its updated data.If you add somebody or the report is published to web however, they will see the updated data.
Yes, even if the workspace is in Premium capacity, you still need to grant the user access (such as adding them as a viewer) to the workspace or the report. Premium capacity removes the need for a Pro license for viewers, but it doesn't override the need for proper access permissions. We are talking about premium capacity here, not premium per user.
No, users do not need a Pro license to view content in a workspace hosted in Premium capacity (not in Premium per user). However, they must still be granted access to the report, as mentioned earlier. Premium capacity allows users without a Pro license to view reports, as long as they have the necessary permissions.
