I need a solution so that end user can refresh the dataset from report itself. The data is coming from mysql database.

For My SQL, its connection mode is the import type. You need to refresh the dataset before the report can be refreshed.

I don't think currently there is any way to directly refresh dataset from report interface. You can confirm this after connecting to MS Support. Link
Wok-around or possible solution:
In your report, You can probably provide link to the datasets page of workspace and guide users on how to refresh. Make sure users have appropriate workspace role so as to refresh the dataset.
