dataflow refreshing but data is stale

I am running into a very interesting problem where the dataflow is refreshing as scheduled (8:30am) but data is stale in power bi desktop. The data source for the dataflow is Snowflake, and I can see that the refresh took place by looking at Snowflake query history. What is more strange is that when I edit the dataflow, the sample records (click on the column and "do more") do show the latest data. However, after I close the dataflow and manually refresh, it still does not show the latest data.

Has anyone run into this issue? I have submitted a ticket but like to find out if this is a bug or an operator error. Thanks ahead for your comments.
