Yes, I shared the dashboard with the external user, who has a Pro license.
tim2sms Sounds like your using import, so end user permissions aren't an issue because they would essentially see the same as you. DId you share the dashboard prior to them having logged in to Power BI for the first time? I've seen issues with sharing to end users that haven't signed up first.
Try un-sharing and re-sharing the dashboard.
