custom request access doesn't work

hello, they're trying to access it straight from the workspace . According to the guideline it's supposed to be straightforward I don't undesrtand the issue,

    Hi Anonymous ,

    All users in the workspace have at least permission to access the report, so there is no need to request access when opening the report.

    This is the window used to request permission for the dataset.

    If you have an Admin, Member, or Contributor role on the workspace where the dataset is located, you can change the default access request behavior using the Request access options that are available in the dataset settings.
    For example, I set up the dataset like this.

    When users who do not have access to the dataset use the view the dataset and request access.

    At this point, the content just set will be displayed.
