content pack doesn't recognize application change

Could you please describe more details about the update you made to PBIX file property? I will test it in my environment and check if I can reproduce it.
By the way, when I add new report in the PBIX file and re-publish it, Power BI Service prompt me to update content pack.

I'm having the same issue. My process for updating reports to Power BI is to always use PBI Desktop for making any required changes and then replace the existing pbix in the service. However, it seems that the PBI Service doesn't recognize the change. Most often the changes I do are related to visualizations, adding new pages to the report, and enhancing or building additional measures to the reports.
My workaround for this has been to replace the pbix file in the service as I've used to, and then perform some other minor change (like resizing a chart) within the PBI service to "force" the service to realize that changes have been made. Also, it would be great if there was an option to auto-update related content packs whenever re-publishing a report file to PBI service.
