colleagues can't open report

ester_w It is likely you are getting confused by older information. There was a time early on that you could share content in the Service with other if you didn't use certain features. That changed mid-last year. Any sharing within the Service requires all users to have a Pro license (or be covered by a license in the case of premium). Provided it is still available you could have them start a free trial for 60 days if you are still vetting the solution, but you will need to migrate into a paid license soon enough.

Anonymousso all of my colleagues need a Power BI Pro account to view any of the reports I make in the power BI service?
There is no other way, except to publish them on the web, to share the report with others (power BI free users)?

ester_w Yes. They need a license. | No, you can't share with free users unless they are covered by premium.
Alternatives:
The only other option would be that you as an organization use SQL Server and have Enterprise Edition with Software Assurance. That would buy you into the Power BI Report Server (SQL Server Reporting Services backend) that allows you to publish and view Power BI reports there. But that would not be using the PBI Service.
The licensing was changed to revolve around sharing. You now get the full capabilities of the tool as an individual user for free, but you need a license to share and/or see something shared.
