We cannot acces Power BI services without any issue. Does this issue persists or not? Since we cannot get the detail error message, you could open a support ticket with the request ID. To create a support ticket, just go to https://powerbi.microsoft.com/en-us/support/ . The buttons under smiley will also redirect you to support page and issue page. You need to sign in, type some keywords to search existing tickets or create one.
