cannot refresh data due to credentials to SQL Server
The Sign in process is in progress .... cannot be completed.

Please provide a more detailed explanation of what you are aiming to achieve. What have you tried and where are you stuck? Is this on the Power BI Service?
I have an Azure SQL Server database, used in Power Desktop normally, but when I publish to PBI Service, it requires to edit credentials, I do exactly the same information in workbook, but the sign in spinning wheel never stop. Does cloud database need to install gateway ?
Not by itself, only when combined (merged) with an on-premise data source. Is that the case?
