cannot publish to web from PPU workspace

In Power BI Service/my report, I click File/Embed Report/Publish to web (public). My tenant settings allow me to do this, this screen comes up:

After clicking 'Create Embed Code', nothing happens though. There are also none visible, when I visit 'Manage Embed Codes' in PBI Service's settings.

Any help or input would be appreciated. Is this maybe a natural limitation of PPU, that Microsoft didnt communicate?
