best practice for Power BI Pro License?
Is there any documentation on best practices in terms of giving Power BI Pro license inside an organization?
When someone should be given a license and when shouldn't ? Or what to do with cases where a licenses is need but for a one-time case and don't want to give a 1-year subscription?
Is the premium license separated from the Pro license?

Power BI Premium, is a capacity-based license. Using Premium allows users with a free license to act on content in workspaces that are assigned to Premium capacity. Outside of Premium capacity, a user with a free license can only use the Power BI service to connect to data and create reports and dashboards in My Workspace. They can't share content with others or publish content to other workspaces.
A Power BI organization with only free and Pro per-user licenses uses a shared and limited capacity to process content. If content is stored in that shared capacity, users who are assigned a Power BI Pro license can collaborate only with other Power BI Pro users. When workspaces are in Premium capacity, Pro users may distribute content to users who don't have a Power BI Pro license.

Anonymous Yes, Premium per user can be added to a Pro license or otherwise swapped out. Pro is needed if not using Premium capacity when reports are shared. Power BI Licensing in Pictures - Updated! - Microsoft Power BI Community
If you use a CSP for licensing, you can pay month-to-month and add/cancel licenses any time, it is all pro-rated.
