Advocate INot able to create fabric trial account
Got response on support request. Fabric trials have been halted and wouls resume after few months which is why it is not working.
The following article describes an alternative way to sign up for the Power BI service if you don't already have a work or school email account and don't already have an account that works with Microsoft 365.

You're unable to sign up for Power BI with your personal email address. You can still try out Power BI and Fabric with either an Office 365 or a Microsoft 365 trial. During the sign-up process, you create an "onmicrosoft" email work account. Use that new work account to sign up for the Power BI service and get a Fabric free or Power BI Pro license. Start Fabric Trial then.
For other important considerations, please read carefully the documentation linked in above context.
!!!NOTE: Fabric is only available in regions listed in Fabric region availability, please review the list first and make sure you select one of the regions when signing up an Office 365 or Microsoft 365 trial. This region cannot be changed after the creation. It is the home region of the tenant you create and will be the default data region of your Power BI service and Fabric trial capacity.

Now when i am trying to activate Fabric capacity I am getting below error.
Sorry, we are unable to start trial at this time.

To create a Notebook, your workspace TestWS needs to be upgraded to a free Fabric trial capacity. Upgrading requires us to create a free trial capacity for you and assign this workspace to it. The recommended action is to create a support ticket to escalate the request to the support team. However as your tenant is a trial one, you probably couldn't create a support ticket. You may give this a try.
