Hello,
I have a dataset hosted in service. Users using that datasource cannot export underlying data to excel. The box for exporting underlying data is grayed out and the message pops up that they do not have permission to export that underlying data. I've followed instructions from older posts regarding this issue but still cannot get this feature enabled. The dataset was set so users could only export summarized data but after changing it to allow for exporting underlying data the users still can only export summarized data.
Things I've tried so far. I republished the dataset (twice) with the checkbox for "Allow end users to export both summarized and underlying data from the service or Report Server" checked and users still cannot export underlying data. I've even redownloaded the pbix file from service to verify that the checkbox is still checked. The security settings in the service admin portal allow for exporting data (this setting was not changed) after these changes users can still only export summarized data. I've also tried refreshing the data but this doesn't change anything.
Is there anything else I should do to try to make it so users can export underlying data?

I want to add that the users have "build" permissions for the dataset.

my issue was that it wasn't set per each report in service.
I was able to go into the workspace and then enable underlying data export per each report.
