Wrong Power BI Usage Metrics for one particular user

I'm trying to solve an issue with Power BI Usage Metrics. I have a Workspace with multiple reports and I have used the Usage metrics data set to create a power bi report for easy access for managers. things were great until one particular user had consistent views and was on the top viewer's list.  however, the user confirmed he never opened the report.  I'm trying to apply a filter so this false reading can be ignored, but I couldn't find a way to filter them out.  Does the report also show very consistent views per day at the same time, 5 views per data at 1 pm. anyway to filter these out? how the view is recorded when the user has not opened the report?
