I believe you don't need Power BI premium to integrate Power Apps, but I think you need Power Apps license.

To integrate powerApps with PowerBI, you can use power Apps visual in power bi desktop, you can refer this tutorial:

Tutorial: Embed a Power Apps visual in a Power BI report 

You need to have a PowerApps subscription / credential and a power bi account first, premium license is not needed.

If you don't have a Power Apps subscription, create a free account before you begin.
