HI @Pratibha12 ,

I respectfully disagree with @abpgupta on this one.  If a person's userid/account is deleted, then their Personal Workspace is removed.  However, if they are the owner of a public workspace, that workspace will be "orphaned" and will still be available.
To get into that workspace and make yourself the owner , go to the Admin Portal, to the Workspaces, find the "orphaned" workspaces and make yourself and admin.  Then you can open Power BI service and those workspaces will be in your list.

I assumed public workspace based on original question; not Myworkspace of user. Please let me know other than that anything else is incorrect for better understanding of recovery process. Thanks!

When a user leaves an organization, their Power BI workspace will show up as Deleted in the Admin Portal, and its contents will be retained for a period of 90 days. During this period, an administrator can recover the content.
