Workspace level permissions and Dataset permissions?

I'm still trying to understand the scope of permissions in PBI service.
So I want to have a workspace with lot of reports, and having the permissions set on workspace level, not on report/dataset level. Basically, I want to have all employees having access to all reports, since I'm implementing row level security in each report.
Setting permissions on workspace level seems to be working for reports, but not for datasets.
I've added group "Employees" to workspaces/<workspace>/workspace access Row-Level security. As well as adding grooup "Employees" to workspaces/<workspace>/settings/access .
But when an employee opens the report, the user gets the error that says: "
Something went wrong
Unable to load the model"
So unless I add the group Employees to workspaces/<workspace>/<dataset>/security/"Row-Level Security" , I will keep getting the error. So why does the workspace Security/"Row-Level Security" not propagate to dataset level?

So, to help clarify, let's start with the RLS security. The way it works is that you set up the RLS security in the Desktop file and then you add the rest of the security in the Workspace settings. See this link: Row-level security (RLS) with Power BI - Power BI | Microsoft Docs
Are you using a group for your RLS you need to be sure that it is a Distribution, Mail-enabled, Security type of Group.
