I have an existing semantic model along with its dataset and reports pointing to particular workspace, I'll call it Workspace1 which our web app uses Power BI Embedded with an App Registration to authenticate.
Now I created a new workspace named Workspace2 and granted the same App Registration group with Admin permissions, which is identical to Workspace1 then published the same report to the new workspace but now when you attempt to open the report, we are receiving authentication issues which is as follows:
Creating embed token for accessing dataset xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx requires effective identity to be provided
Both reports share the same semantic model but are in different workspaces.
The reason why I created another workspace is because I wanted to test our Row Level Security by adding the new users and granted them with only Viewer permissions.

if the report (workspace 2) and the semantic model (workspace 1) are in different workspaces you have to grant read permissions to the users on the semantic model in workspace 1 explicitly.

I granted App Registration with read-only permissions to the semantic model in Workspace1 but still receiving the same error message when attempting to open the report.
