Workspace converted from PPU to Pro during Azure outage
Like the title suggests, I had a PPU workspace that was converted to a Pro workspace during the April 2026 Azure outages.
My question: could the outage have impacted the workspace’s regional metadata, causing the system to interpret a conversion back to PPU as a cross-region move?
When I try to convert it back to PPU, I get the following error: "“Data Staging workspace cannot be reassigned because it includes Fabric items or you're attempting to move them across regions. This is not supported currently. Remove the Fabric items, or move the workspace within the same region, and then try again. Also please verify that the workspace does not contain any soft-deleted items.”
To be clear, there are no Fabric items (active or soft-deleted). I also attempted to convert the workspace to a Fabric trial capacity and received the same error, which is why I suspect a region-related issue.
For context, this workspace is somewhat isolated from the rest of the organization. Our company has since moved toward a centralized Fabric model, but these reports predate that shift and are still operating as a regional solution. They will eventually be rebuilt under the new model.
Tenant default region is East US, while this workspace (prior to conversion) was in Central US. However, attempting to assign it to Fabric capacity in either region results in the same error.
My IT team hasn’t been able to resolve this yet, so I’m trying to gather ideas before pushing to escalate to Microsoft (I don’t have direct support access). Any thoughts or similar experiences would be appreciated.

If you have a Pro license you can open a Pro ticket at https://admin.powerplatform.microsoft.com/newsupportticket/powerbi
Otherwise you can raise an issue at https://community.fabric.microsoft.com/t5/Issues/idb-p/Issues .- Guff00New Member
M company does not allow me to reach out to Microsoft Support directly, but I have asked my IT people to do it for me. Thank you.

I have a lot of linked tables. I will rebuild this altogether if I have to, but was hoping that would be my last option if I can't fix the original workspace. Thank you for the suggestion.

Hi Guff00 ,
This does not appear to be a genuine Fabric items issue. Since the error occurs with both PPU and Fabric, it is probably related to backend or region metadata.
There is not much you can resolve on your end. As an alternative, you could move everything to a new workspace, although I know that's not ideal with linked tables, so consider this as a last resort.
Thank You.
