Workspace Viewer can't see workspace objects

I have several users that have 'viewer' access to a workspace.  They can connect and use data in this workspace from PBI desktop without issues.  When they open the PBI service and navigate to the wo...

    Hi Anonymous 

    This is because the "viewers" also have "build" rights on the datasets, and there are no Reports in the Workspace.

    Normally "viewers" only see Reports and Dashboards in a Workspace, they do not see the Datasets (or other constructs, Dataflows etc.) However they can see the Datasets by going to the "Data Hub"  and from there they can request access. (there is an admin setting "Discover Content" that can turn off this behaviour).

    If they have been given "build" rights on the Dataset, they can connect to the Dataset either from the Data Hub, or from Power BI Desktop. Even though they do not see the Datasets in the Workspace.

The users are not guests they have 'viewer' access to the workspace.
