Hi,
I am experiencing this issue time to time, and I am not sure how to fix this.
I have published my PBIX report to PBI Service with all slicers' values selected, but when it is publsihed, some values inside slicer are blank (as shown below).
At PBIX file on desktop, all values are filled.
I published few more times, but there is no difference.
I refreshed dataset on the PBI Service just in case if that helps, but there is no change.
How do we fix this issue?

One possible hunch: is it persistent filters?
If you made slicer selections or cleared slicers in the published report, those changes would be preserved (per user) even on republishing, unless you switch off persistent filters in the report or select "reset" in the service.
I believe this is based on Visual ID.
