Hi @hm67yyz ,
Have you made sure it's been added as an approved visual on your service server?
If you have admin access then you can find this in the Admin Portal section of the settings and then 'Organizational Visuals' will allow you to add this is as an approved visuals. Alternatively you might need to go into tenant settings and ensure the enable custom visuals setting to allow this on there. If you don't have Admin access on your Server/Service then you'll need yo get an admin to enable this for you.
Or you can try these few steps:
1. Try publishing your report to a workspace.
2. Open Power BI web service and open the report in your workspace. This should bring the same error message that came with Power BI report server.
3. Go ahead to the viusuals pane on Power Bi web service while eediting the report that you have already published on your workspace, click on the three dots, and click on get mnore visuals, search for the visual name, and add it to the power bi visual pane.
4. Change the visual that was displaying error to a default visual on power BI, then change it back to the new dowloaded visual.
5. Open Power BI report server and open the report in presentation mode, you will see the problem has been solved.
Or you can try to add a URL parameter to your URL: ?consumePublicCvsWithoutRps=1 ,refer this:
Custom visuals do not render in browser - Microsoft Power BI Community

Thank yo Neeko for your reply.
My report is in my org's workspace.
Just now I opened edit in the workspace as you advised, I can perfectly view the waterfall charts while in edit mode
however, as soon as I saved it (inside workspace), and go back to view page, it turned out the same as before
