Why is Power BI workspace contributor able to send report image to unauthorized users?

Power BI contributor is not allowed to share or manage permissions of items in the workspace. Yet, they are able to subscribe others to the report along with a report image. The recepeints (even though unauthorized) receives the report link and a picture of the report.

The link doesn't work for unauthorized users (as expected). However the recepient (unauthorized) are able to see the report image. Is this a knwon issue or bug, and is there going to be a fix for this?

This is how it works as far as I know. When creating the subscription it does say that others will be able to view what the subscriber views.

Hi Gilbert, as contributor shouldn't be able to share things or manage permissions, is this more of a produt bug?
