Why email refresh stopped?
I dont understand why I receive this email:
All my reports consume LIVE from Analysis services, so there is no need to refresh anything....
All report including live connected can be scheduled to refresh,
Live connected report will get updated data only when a user will open the report but if there would be any email subscription or data alert then the dataset need to be scheduled to be refesh as those can not get live data automatically
It you case the datset might be scheduled to refresh but as mentioned by Anonymous the dataset was not used for more than 60 days thus Power BI does pause the refresh and sent email notifying the same.
You can keep your dataset refresh stopped if your do not have any email subscription or data alert associated with this report it will not impact the users accessing report directly.

According to the official documentation:
After two months of inactivity, scheduled refresh on your dataset is paused. A dataset is considered inactive when no user has visited any dashboard or report built on the dataset.
