Which licensing for Power BI Gateway

Hi,

in order to install and use Power BI Gateway, I'd like to know which is the related licensing.

    The Enterprise Data Gateway provided by Power BI is completely free to download and use.You don't need a license.

    The primary role of the Enterprise Data Gateway is to act as a bridge that allows the Power BI Service to access our on-premises data sources

    Enterprise gateways are divided into standard gateways and personal gateways.

    In general, we recommend using an enterprise gateway, which is more powerful and allows users to share the gateway.

    The following are the main differences between the two types of gateways:

    standard gateway

    personal gateway

    Support for multiple users

    YES

    NO

    Support cloud services

    Support PowerBI、PowerAPPs、Power Automate and so on

    Only support PowerBI

    In what mode

    Service

    Application

    Whether a cluster can be created

    YES

    NO

    Whether a key is required

    YES

    NO

    Support for link mode

    all mode

    only support import mode

    Whether can migrate,restore,take over gateway

    YES

    NO

    Whether non-computer administrators can install

    NO

    YES

    You can use the data gateway for free without needing Pro/PPU/Premium capacity.

      May double post - in case these older posts are not floated to top. 
      Yesterday, installed On-premise Power Bi Gateway (Standard) for first time. Version 3000.270.10 (May 2025). During install at step Email address to use with this gateway, to register the gateway, used a 'new' account specific for Gateway. This account was not licensed in any way for any Cloud applications, nor given any Azure related Roles. Vanilla. The installation worked as expected. Gateway is 'up' etc within the Power Platform Admin Center. This account is the Admin of the gateway. 
      Today, for testing re recovery key, I accessed On-premise Power Bi Gateway, logged on with the account used above without issue. This provided the Recovery Keys option. However when I set the Recovery Key and submit for the change
      Received the following error:
      (including all detail for completeness...but the jist is ErrorCode: UserNotLicensed
      So what license needs to be applied to the user to allow for these types of changes?
