Which licensing do I need?
I have workspaces in 'Premium Per User' status. I've generated serveral apps based off workspace content and want to share those with users. Our users are read-only, no need to author anything. What license does a user need to read my apps and reports? Pro doesn't seem to be enough.

That's the thing about a "Premium Per User" (PPU) licence, any content, shared in any way with others requires them to also have a PPU licence. That's why Pro isn't enough, your users require a PPU licence.
Be aware that a Premium Capacity Organisation licence is the only licence that grants access by Free Power BI licence holders. All others need the same licence as the workspace that content has been shared with them.

As per my experience and understanding you a need right expert for your enterprise. To get correct licensing is to get it from the correct service provider or license distributor. They will not only provide you with correct license but also assist you with correct knowledge of which licensing you should go with.
