Which licensing do I need?

Hi,

We wish to create dashboards with table visualisations. The datasets behind the tables will rarely change. However, I want the end users to be able to search the datasets using a subset of the fields in the datasets, i.e. filter the dataset by date range, record id, etc.

The dashboard will essentially be giving the users the ability to do database searches, based on predefined parameters, and displaying the results in a table type format. Users will be assigned to groups, based on the type of data they need access to, and will then have varying dashboards shared with each of them. A small dev team will be creating all the dashboards, which then need to be distributed/shared to more than a thousand users to consume. What type of Power BI licensing model should we use?
