Is there a way to look up which datasets are currently loaded into memory of my premium capacity? Or is there a log where I can see which datasets have been loaded and unloaded when and why (memory needed for other dataset, memory needed for dataset refresh, dataset outdated after refresh, timeout, ...)?

The Health tab in the Capacity settings area in the Admin portal provides a metrics summary about your capacity and enabled workloads.
You can use the Power BI Premium Capacity Metrics app to get the more comprehensive information you need about your dataset.

Thank you @Anonymous , I'll give it a try and see whether it supports my use case. I want to show my report authors/developers, that it makes sense to reuse or extend and existing dataset, instead of just uploading another copy of the dataset for lazyness, which then requires additional space in memory and might kick out someone else's dataset. Especially for localization, users tend to upload another specific dataset instead of adding translations to the exising one.

The Capacity Metrics app looks promising. With the eviction count I can at least see how often evictions happen and to which datasets and whether there is an issue with that at all in my capacity. Acctually, what I want to see is whether I could reduce swapping datasets in and of of memory in order to improve performance by combining datasets into one or reducing dataset size. And if no evictions happen, then perfromance bottlenecks must be somewhere else.
