Well, now we can answer this. July 24th is the date as announced this morning on the Power BI Blog

My few cents on this ..

As GA Power BI will be available in all countries where Office 365 is supported (Click on link for more details )

Almost availble worldwide see in this link for more details - Power BI Preview now available worldwide.

Stay tune as team work to bring these additional languages to the Power BI Designer and Power BI for iOS as well.
