Hi @Subrat_Sahu ,

As per my knowledge, you can have upto 10GB of highly compressed data published into Power BI Service Premium Subscription. Refer the below link

Datasets larger than 10 GB in Power BI Premium - Power Platform Release Plan | Microsoft Learn

I have personally seen the dataset size being reduced by more than 40% between Desktop and Service.

There are also other options you should definitely consider before importing the data to your desktop file that will help keeping the file size minimum

1. Have only the columns used in the report

2. Check and Verify if the datatype for the column are as they should be. Even a small bit extra when multiplied by millions of rows will have a large space impact

3. Try to have all filters applied to the data as higher up the stage as possible. This will reduce the no of records being imported into Power BI Desktop

4. Incase you are having a wide large column tables with repeating Constant values, you should try to normalize the table with Ids and the constants be in separate dimension tables
