What is the best practice to manage Power BI ecosystem with over 5000 workspaces and reports

I am looking for the communities guidance on how to best manage this beast we have left loose. Without much oversight the number of reports have balloned since analysts have been given free reign on reporting building. We have an ecosystem with 1500+ workspaces and 3000+ reports. End users are having trouble finding what reports to use with so many reports to filter through. Any tips would be greatly appreciated.

Melissa Coates has written a great whitepaper on planning a Power BI deployment. It may not enable you to put a lid on the can of worms you've got, but it at least may help define what structure you should have.
