HI all ,
I am having some doubts related to licensing and pricing.here are my questions
1)what is difference between fabric and power bi licenses (we can see monthly payments in power bi license but how in fabric)
2)Is copilot feature is free of cost with fabric F64 capacity ?
3)I seen copilot integrated with Power bi desktop but I seen it disabled , how to enable this ? Desktop is free of cost so why disabled ?
I found some links in microsoft documentation but I am still not clear .
1) Fabric licenses : Power BI: Pricing Plan | Microsoft Power Platform
2)Microsoft Fabric - Pricing | Microsoft Azure
Please if any one know the clear Idea help me , Thanks in advance .
Thanks ,
Shiva .

Hi @Anonymous ,
1.Power BI offers three main types of licenses: Power BI Free, Power BI Pro, and Power BI Premium Per User (PPU). These three are mainly applied to individual users, while Power BI Premium (P SKU) is mainly applied to scenarios that require high volume or enterprise level, mainly referencing and handling more complex data as well as scenarios.

Fabric pricing is based on capacity (e.g., F SKUs).Fabric capacity is billed based on CU seconds (computational units of seconds), billed as consumed by the specific workloads you use, and supports larger scale processing.Fabric's individual workloads share capacity, and this pay-per-capacity approach is suitable for organizations that require multiple data analysis and engineering tasks.
Microsoft Fabric is a broader data platform that includes features such as data engineering, data science, real-time analytics, data pipelines, and lakehouse architectures, and is suited to handle the needs of the entire data lifecycle. This means that Fabric can be used in more complex scenarios than just Power bi reporting and visualization. You can understand the compatibility of Power BI's systems in Fabric and use them as a whole!

2.According to Microsoft's documentation, the Copilot feature is supported in F64 or higher capacities, but is not available for trial SKUs, and use of Copilot is not free, but will be billed based on CU seconds, depending on the complexity of the operation. Here are the billing rules I found for Copilot 1 in Fabric, I hope you find them helpful.

3.This is because the Copilot feature needs to be enabled by the administrator at the tenant level. Even if you are using Power BI Desktop, Copilot still relies on your tenant being Premium or Fabric F64 and above to be enabled.

Hey Shiva, great questions , the licensing can definitely get confusing. Fabric is billed through Azure capacity (like F64), which is separate from Power BI's per-user licensing. Copilot in Fabric isn't free with F64; it requires an add-on license or a higher SKU like F128. In Power BI Desktop, Copilot is disabled by default because it needs a Pro or Premium license assigned to your account to activate, even though the app itself is free.
If you're looking for an AI assistant that works inside Power BI without extra Copilot licenses, you might find this custom solution interesting , it embeds directly into dashboards and works with any data model. Check out the quick demo on LinkedIn to see how it works: https://www.linkedin.com/feed/update/urn:li:activity:7438407183161065472
Thank you for this information. Is there any possible option for trialing Copilot on Fabric without needing the F64 license? I have a client that would like to review some of it's features, but isn't willing to purchase F64 to get it yet.
No, there are no options
Thanks for valuable information .
Thanks,
Shiva.
